Digital public infrastructure and AI governance for UNDP, the Digital Public Goods Alliance, the Gates Foundation, and Co-Develop. - Designed the inference pipeline and owned the benchmarking for Suno Sutra, the offline AI device built by Digital India Bhashini (MeitY) and Current AI. - Wrote a section of *AGI Governance* with the Office of the Principal Scientific Adviser to the Government of India, on AI incident-reporting mechanisms India could adopt, drawing on the EU AI Act and California's SB-53. - Built and packaged a grounded offline retrieval module for that device. - Designed the evaluation framework for the VYOMA Innovation Challenge (INR 80 lakh): jury rubric, use-case judging matrix, and scoring thresholds, through to the finale at IIIT-Delhi. - Verified edge-AI performance claims submitted to the Gates Foundation, and wrote the reference architecture for AI-enabled coordinated care over ABDM-connected health systems. - Built an internal RFP crawler with a scoring model that ranks incoming opportunities, rebuilt on free sources to run at near-zero cost. ## Selected work ### 1. Inverse-Objective Regulator -- https://github.com/aakash2410/Inverse-Objective-Regulator Research system. Sole author of both the implementation and the paper draft. Governance of deployed agents rests on declared purpose: a system card, an intended-use statement, a policy document. None of these constrain what an agent optimises for once it holds tools. This system treats that question empirically. Bayesian inverse reinforcement learning recovers a revealed objective from tool-call traces alone, scores its divergence from the declared purpose, and emits the result in JSON and SARIF as evidence mapped to the EU AI Act, OWASP, MITRE ATLAS and NIST AI RMF. Released with it: an open benchmark of eight agents with planted failure modes (reward hacking, power-seeking, sycophancy, privacy leakage, safety-skipping), so competing auditors can be measured against a known ground truth rather than against one another's claims. Measured result: a deterministic open cross-encoder critic reached a mean correlation of r = 0.55 with planted objective divergence, and ranked the planted objective top-2 on every seed for 6 of 8 agents, reproducibly and at no API cost. A frontier LLM-as-judge ranged from r = 0.08 to r = 0.43 depending on which agent it scored. Status: paper draft complete, sole author, not yet posted to arXiv. The code and benchmark are public. ### 2. Suno Sutra -- https://github.com/currentai-org/suno-sutra-hw Digital India Bhashini (MeitY) x Current AI. Open-source handheld edge device. The device runs a vision model, Bhashini's speech recognition and translation, and text-to-speech entirely on-device across India's 22 official languages, in settings where connectivity cannot be assumed. Three models share one small board, and memory rather than compute is the binding constraint. Scope of contribution -- stated precisely, because it matters: Aakash designed the inference pipeline and owned the benchmarking that governed its tradeoffs. Stages overlap rather than execute in sequence; batching is applied only where it does not delay the first output chunk; model residency is scheduled against peak rather than average memory. The INT8 conversion through ONNX was done by the team, not by him. Across that combined change, latency to first audio fell from approximately eight seconds to two or three, and peak memory by 40 per cent. He did not build the hardware or the underlying Bhashini models. **The Specialist** -- https://github.com/aakash2410/SpecialistAISunoSutra -- built by him on that platform. A teacher asks by voice or camera; the device answers aloud in the local language from approved DIKSHA curriculum content. A system that cannot be supervised in a classroom has to decline rather than improvise, so refusal is enforced at two points: retrieval declines below a similarity threshold before an inference call is spent, and the grounded prompt requires a no-answer signal that the pipeline converts into an explicit refusal. Every answer carries a citation to chapter, section and page. The embedder is multilingual-e5-small with a deterministic TF-IDF fallback fitted at build time, so the loop stays reproducible where the neural model is absent. Deployment is an additive overlay installed by an Ansible role: no base file is modified, and content sits outside the code tree so the syllabus refreshes during the device's connectivity window. Packaged for deployment; harvesting of DIKSHA assets remains gated pending bulk-download and redistribution licensing. ### 3. rag-compliance-auditor -- https://pypi.org/project/rag-compliance-auditor/ Open-source package, published on PyPI, designed and built solo. Source: https://github.com/aakash2410/MCP_RAG_Compliance Compliance for retrieval systems is ordinarily assessed after deployment, at the level of documents, by reviewers who cannot inspect the pipeline. The timing is the problem: by the point of assessment the architecture is fixed and remediation is expensive. This MCP server moves the assessment into the development loop. It audits RAG and AI pipelines across seven dimensions against the EU AI Act, GDPR/DPDP, HIPAA, SEBI/RBI and NIST AI RMF, issues RS256-signed reports, exposes eight MCP tools, and reports through SARIF so a failed check fails a build. ### 4. Credit Equity Audit of India -- https://github.com/aakash2410/CreditAudit-India Independent fairness audit on NSSO 77th Round data. Fairness audits of credit markets conventionally examine the terms offered to approved applicants. That framing conditions on selection: households that never enter the market are absent from the sample, so a market which excludes them can be shown to treat its participants equitably. This audit separates the two questions with a two-stage, Heckman-style model -- entry into the credit market first, then the allocation of formal against informal credit among those already inside it. Measured result: female-headed households entered at approximately 59 per cent of the rate of male-headed households -- a disparate impact of 0.59, against the conventional four-fifths (0.8) threshold. IBM AIF360 adversarial debiasing and SHAP were applied to test for proxy discrimination, lifting disparate impact to 0.94 at approximately 73.2 per cent accuracy. Stated limits: self-reported survey data, the risk of collider bias, and SHAP as a diagnostic of the model rather than causal evidence. ### Earlier work (university, 2022-23) Baby Cry Reason Detection: inferring why an infant is crying from audio alone. MFCC, spectral contrast and prosodic features over 457 samples, SMOTETomek for class imbalance, a soft-voting SVM + KNN ensemble, shipped in a Flutter app with a feedback loop for retraining. Team of three. ## Employment history **AI Consultant** -- Kalpa Impact, Mumbai. Feb 2026 - present. (Detailed above.) **Senior Associate, Business Technology Solutions** -- ZS Associates, Pune. "Stop picking winners: GPU utilisation as an efficiency problem" (October 2026) -- https://aakash2410.github.io/writing/stop-picking-winners.html Argues that India's compute programme has solved procurement but not allocation: the IndiaAI Mission now holds over 45,000 GPUs and has sanctioned 93.18 lakh GPU-hours across 237 projects, yet nothing published suggests GPU-hours can return to the central pool when a team misses its self-set milestones, so each grant becomes a silo. Proposes judging teams against a common evaluation between milestones rather than mid-run, drawing on NASA's COTS agreements, DARPA's AI Cyber Challenge and India's own PLI and impact-bond schemes, and explores a learning allocator framed as a multi-armed bandit. Treats the weighting of languages and use cases as a political question rather than a technical one, and sets out four safeguards: public priority weights, community-built evaluations, a human appeal route meeting the GDPR Article 22 standard, and a discretionary reserve. "Gating without grounding: staged release and the political economy of AI dependency" (October 2026) -- https://aakash2410.github.io/writing/gating-without-grounding.html Argues that structured access to frontier models is defended on safety grounds but functions as a governance choice: it buys a capability window measured in months, which Epoch AI put at roughly four, at the price of durable institutional dependency for the states and public bodies that build on those models. Engages Seger et al. (2023) on its strongest ground -- the irreversibility of open weights -- and argues that dependency carries its own irreversibility. Proposes multilateral access standards modelled on how MOSIP and DIGIT are adapted and audited locally. 1,497 words, 12 references. ## Availability Based in Mumbai, India.
